Not sure what what chance this bill has of passing. Note that this is not a straight-up sales tax bill – it includes a provision that prevents states from “Telling an out-of-state business how to make or dispose of its products” according to the press release.
I would hope that it passes, but doubt that it will. Congress has shown little common sense action is this area in the past. I don’t think anything has changed in that sense.
