eBay Adds Compliance Tools and Ad Controls in May Seller Update

eBay’s May 2026 Seller Update includes new resources for sellers and a new feature for those who advertise on eBay with Promoted Listing campaigns. A new Issue Resolution Center helps sellers find issues that impact their ability to sell and take action to resolve them. It also added a Regulatory Compliance Support page to its Regulatory Guide to help sellers find independent providers to help them comply with product safety, tariff, and environmental regulations

In a FAQ section about the new Regulatory Compliance Support page, eBay said the providers “are independent companies that offer services directly to you. While providers go through a review process before being listed, they aren’t affiliated with eBay. Using third-party services is optional—you decide what works best for your business.”

It also explained: “Support varies by provider and may include help with product safety requirements, tariffs or taxes, and environmental standards. Services can range from compliance software and data access to global product safety testing and certification, EU responsible person representation, extended producer responsibility (EPR) registration and reporting, and other reporting services tailored to your industry and region.”

eBay also announced a new Issue Resolution Center – a central place to view and manage compliance related tasks. “With clear prioritization, step-by-step guidance, and built-in remediation actions, the Issue Resolution Center makes it easier to discover and resolve issues that could impact your ability to sell,” eBay said. It will be live for all sellers by the end of April.

Another change in the May Seller Update is for sellers who advertise using campaigns. eBay explained:

“Rule-based listing selection automatically adds listings to your campaign based on criteria you set, like category, price, or condition. As your inventory changes, your campaign updates automatically, adding new listings that match your rules and removing those that no longer qualify.

“Now, you can choose to exclude specific listings from your rule’s criteria. Even if those listings match your campaign rules, they won’t be promoted. This gives you more control over which listings appear in your ads, while still letting automation manage the rest.”

However, the apply only to the campaign where sellers set them and cannot be set at the account level. “Listing exclusions are available at the campaign level only,” eBay said in a FAQ.

eBay posted the May Seller Update on the eBay Seller Announcement board. eBay separately posted an announcement about the Regulatory Compliance Support page with additional information.
