But sellers wondered why 3-pound packages would cost less to ship than lighter packages. eBay seller Wastingtime101, who closely tracks shipping issues, noted
in a post on Reddit: "It now costs more to ship a 9 oz package than a 3 lb package in many cases."
Wastingtime101 also shared some valuable information, noting that sellers would meet the discounted 3-pound rates on packages that weighed over 2 pounds, 1 ounce - but warned that the discount did not apply to all zip codes.
The eBay seller had a theory about why USPS would discount heavier packages: "I don't think it's about them wanting heavier packages. I think it's because 3 lb - 5 lb is the sweet spot of business they lose to UPS / FedEx and USPS wants to become the dominant player. 2 lb and below USPS already dominates the market so they don't need to incentivize sellers on those weight classes."
Referencing the fact a 3-pound package would be cheaper to ship via USPS than a 9-ounce package, one seller wrote, "About to start shipping action figures packed with rocks." To which Wastingtime101 replied that they believed a lot of sellers were "going to be playing USPS' game on this."
To those wondering why not pay for a 3-pound shipping label for lighter-weight packages, Wastingtime101 warned that it could result in a shipping adjustment down the line through the APV Automated Package Verification system ("Too new of a change to know if USPS will apply cost adjustments if you declare 3 lb but actual weight is 1 lb, they wrote).
Sellers have noticed the changes on other marketplaces and shipping services as well - but not on the USPS website, an indication that the new discounted rates are offered through USPS Connect eCommerce, which is the program that allows platforms and marketplaces to offer better discounted USPS shipping rates to their merchants than the Commercial rates.
USPS is making broader rate changes that take effect on July 12, 2026.
