eBay Seller Spots Change in Reporting Buyer Abuse

Dear Ina,
A buyer just opened an Item Not As Described on an item that was described perfectly. We processed the return but were going to report the buyer for an unjustified "item not as described" return, which forced us to pay for the shipping label when it was a fit issue. eBay has removed some of the options for that.

As I recall, eBay used to have an option that allowed a seller to report the buyer for forcing a shipping label on the seller on an unjustified return. That was not the wording, but there was an option to get that message across. Now the only options for scenarios related to the returned item. 

The reporting buyer function is totally useless. I guess that it always was. It's like pushing a crosswalk button and expecting the light to change. When a seller reports a buyer the message might as well fall into a black hole. I am sure that the only reason that the report buyer feature is even there is so that eBay can make the seller think that they are listening. I can't even conceive of how a buyer would be punished for this. Not in eBay land.
