USPS to Raise Rates, Wants Price Limits Lifted

By: Ina Steiner

The USPS is raising shipping rates in January, and it won't end there. On Friday, Postmaster General David Steiner said he will ask Congress and the Postal Regulatory Commission (PRC) for "more flexibility and common sense modifications" in how it is regulated, specifically mentioning "pricing limitations" as one of the pressures the USPS faces.

The price of a stamp will remain unchanged when Competitive (shipping) rates rise on January 18, 2026. The USPS had previously announced it would not raise prices for Market Dominant (mailing) services in January - though it will raise them in July, if history holds.

Some highlights of the changes in Friday's filing with the PRC follow.

Priority Mail:
On average, Priority Mail prices will be increased by 6.6 percent. Retail prices will increase by an average of 6.3 percent, and the Commercial price category will increase by 6.9 percent on average.

The Dimension Noncompliance fee for Priority Mail packages will also increase to $3.00.

Priority Mail Flat Rate Envelopes, Boxes (Retail/Commercial):
PM Regular Flat Rate Envelope: $11.95 / $10.30
PM Retail Legal Flat Rate Envelope: $12.25 / $10.80
PM Retail Padded Flat Rate Envelope: $12.95 / $11.10
PM Small Flat Rate Box: $12.65 / $11.20
PM Medium Flat Rate Boxes: $22.95 / $19.60
PM Large Flat Rate Boxes: $31.50 / $28.70

USPS Ground Advantage:
Overall, USPS Ground Advantage prices will increase 7.8 percent on average. Retail prices will increase 5.9 percent on average, and Commercial prices will increase 9.6 percent on average.

The Alaska Limited Overland Routes (LOR) price category will see a 9.9 percent average increase for January 2026.

The Dimension Noncompliance fee for USPS Ground Advantage packages will also increase to $3.00.

Parcel Select:
On average, Parcel Select prices as a whole will increase 6 percent.

Selection of Changes to Domestic Extra Services:
Adult Signature Service will increase to $9.70, while the in-person option will increase to $10.00.

Competitive Post Office Box prices will be increasing 5.7 percent on average, within the existing price ranges.

Package Intercept Service will increase to $18.35.

The Pickup On Demand fee will remain unchanged for 2026, at $26.50.

The new rates take effect the day the "temporary" peak-season rates end. You can find Friday's USPS filing for 2026 rates on the PRC website.

Take a look, and let us know how you'll be impacted. (eBay and Etsy sellers will be doubly impacted since those marketplaces charge fees inclusive of shipping.)

And let us know if you think the USPS should have regulatory rate limits lifted.

First drop the Forever stamp. It generates short term revenue at the cost of generating more revenue later when rates go up.

Drop the free Ground Advantage boxes. The Priority Mail mail supplies are widely abused and now you are going to provide free boxes for a service that that charge less for.

A minimum charge for all formerly free supplies should be imposed to offset the abuse of supplies.

Prosecute those that abuse mail supplies.

This eBay seller (see link below) has posted multiple videos on Youtube in which he and his staff are committing massive revenue fraud by packaging paintings inside Priority Mail boxes and then putting them inside paper to hide them so they can be sent via Ground Advantage.

postal officials were responsible for agreeing to eBay's 2010 eBay, China Post and USPS deal to provide eBay's Chinese vendors with subsidized packages. Any child could see beforehand that a flood of packages into the U.S. from China would mean USPS losing billions. These people need to be fired and loose their pensions as well as being banned form life for ever holding a federal government job.

What about the postal officials that set up the program to buy the homes of managers who were forced to move due to a job change, later selling them homes for millions in loses?

When I go to my local post office consisting of one person when they are not busy they are sitting behind a computer surfing the web. Yet they call in an outside company to clean the one story windows, mop and vacuum the floor.

The wall space in post offices are high traffic areas so why are you not renitng that space for advertisers?

Thousand other ways to cut costs and generate revenue but that will not occur to pencil pushing bureaucrats.

So most if these increases are double the inflation rate. WTF. Trump should squash that.  If he's serious now about affordability.
In addition to the useful suggestions made by @etectra, I'd say the  Trump Administration needs to crack down as hard in counterfeit postage importers and sellers - and the platforms and venues that host those sales - as they claim they are on fentanyl.  Most coming from China and Vietnam, I suspect.  Unfortunately Trump seems to always chicken out on China.
Another suggestion:  cut back on the generous healthcare that past PMGs have given the postal unions.

For YEARS I have enjoyed giving buyers "free shipping" for all of my listings. They probably know I just factor a shipping charge into the Buy it Now price but everyone still likes to see "Free". Thanks to USPS constantly raising rates like it is 1920s Germany, I can no longer include a dependable set amount in a Buy it Now Price for shipping so I have started charging for shipping. It has not reduced sales to my knowledge. Remember when a Priority Mail stamp was $4.95? Now it is $12. And delivery time and service are worse.

.60 cent rate increase, that's a business killer, specifically when you ship 300-400 packages a month. I can't raise my shipping anymore, my sales tanked when I did back in Oct. Higher they raise them, the less that sells. Slap in the face when it's the small businesses keeping them open. HOW can they still be losing money when their getting rate increase 3X inflation and gas is down
