eBay Reinstates Seller Protections due to Shipping Delays

eBay is reinstating shipping-defect protections for sellers retroactively back to July 1st and through August 31st.
In addition, it is extending "estimated delivery" dates across the US where there are indications that packages may be delivered late.
"Following discussions with our shipping carriers and feedback from sellers, we are seeing some delays in deliveries. Because the pandemic continues to impact carriers, we are reinstating seller protections specifically related to carrier delays," it announced Monday.
Specifically, eBay announced:
1) We are removing shipping defects due to carrier delays - you will be protected from late shipments.
2) If you provide valid tracking and the shipping carrier is experiencing delays, we will credit you with on-time tracking upload so that there is no negative impact on your ability to qualify as a Top Rated Seller.
The wording of the announcement indicates eBay must get verification from a shipping carrier before it applies protection on a particular transaction. And why wouldn't sellers always be protected from carrier delays, pandemic or otherwise?
