eBay Updates Developers on Managed Payments

eBay provided technical information about its Managed Payments during the eBay Connect developers conference this week. eBay is taking over payment processing, which means when a buyer makes a purchase, they will pay eBay instead of the seller, and then eBay will disburse funds (less eBay fees) to sellers.

Alyssa Cutright, Vice President of Global Payments, said eBay is continuing to ramp Managed Payments in the US and Germany and has begun launching it in the UK, Australia, and Canada.  

"We start to turn a corner and ramp much more quickly this summer, and we still expect to be largely complete with migrating our entire seller base as we exit 2021," she told developers. It's a great, improved experience for eBay sellers, and it offers buyers a streamlined experience, she said.

eBay Managed Payments now supports the Global Shipping Program, which Cutright called the most requested feature that had been lacking, and eBay has introduced more options for payout scheduling - previously eBay made disbursements daily, but sellers can opt for weekly disbursements instead. (Some banks charge businesses additional fees if they exceed a certain amount of transactions in a month.)

eBay has also introduced the capability to utilize the pending payout balance to cover shipping labels, she said.

In addition, she discussed the new fee structure for Managed Payments, which we had written about on the EcommerceBytes website: "We are moving to a simplified fee structure where there will be one fee that the sellers will pay to eBay inclusive of payments. So no longer will the sellers pay eBay for listing on the platform and a separate fee to a payment processor such as PayPal. It will be a single fee for all payments built-in to eBay, so one fee for all of our sellers. It will make it much easier for managing the bookkeeping and the process."


Shan Vosseller, VP of Product of Payments, got into the nitty-gritty of Managed Payments APIs. Because eBay is intermediating payments, it means it has a whole new set of responsibilities, he said, including regulatory and compliance requirements for different authorities around the world. 

One is a "Know Your Customer," or KYC, requirement - and eBay had to build that into the Managed Payments process.

Vosseller said eBay will continue to offer "Immediate Payment" as an option. 

eBay will also allow "offline" payment methods such as  cashier's check, money order, personal check, cash, and off-platform electronic funds transfer - but just as it does now, those options are dependent on the eBay site (country) and category. 


eBay built the payment dispute process into the Fulfillment API for sellers to manage buyer-initiated payment disputes. Sellers can review such details as status; amount of dispute; reason dispute was opened; and more. Sellers can respond by taking one of the following actions:

- Accepting the payment dispute;
- Contesting the dispute;
- Adding evidence and uploading evidence files
- Updating evidence

Missing from this year's DevCon is Gail Frederick, vice president of eBay's Developer Ecosystem, who had re-launched the conference in 2017. Frederick left the company last month (May 22, 2020).

I have never sold on eBay because I have never trusted them, but if I ever did...? This would be the straw that broke the camel's back.

These sites do NOT own us, our inventory or our funds. Stop letting them act like they do. Report them to your SAGs, the DOJ, the FTC, people. You see how they're digging into these corps, so, why not give them the inside scoop?

None of these sites have demonstrated even a half-acceptable ability to properly manage their own businesses, while gradually taking over ours. That has and can continue to be proven, especially with the whole sales tax fiasco.

So, why on earth should they legally expect to take over our funds, too? How many hundreds of thousands (or more) have they already stolen and never returned? I would say we all have an exceptional case against this action.

Hey Alyssa??

How come I don't see any mention of forcing China into Mangled Payments??  Is it because they know just how poorly Ebay runs as a company because of all the partnerships they are in with Ebay??  Heck from what I have read and heard China hasn;t even been forced to use Sellers Hub yet so that Ebay can control their sales and every other aspect of their businesses which is why Wenig had that program designed in the first place.  Or is it because China refuses to allow Ebay to install that inferior Seller Hub platform in their country due to all of the glitches and errors that were purposely built into it so that Ebay could at least not show a loss each quarter?  

I really would like an answer from Ebay as to why China has not been forced into any of the problematic platforms that Ebay has forced all of the rest of us to have to endure.

Left several personal opinions on this video thread - ALL of which were removed.
ALL were in guidelines regarding language and pertinence.
These jokers are so transparent it's laughable.
Their KEY to marketing is censorship and "Controlling the message"

I'm not letting eBay off the hook - they literally destroyed my life - I was blacklisted/cancelled and everyone said I was "crazy".   I have the emails (threatened me that my PayPal account had an IRS hold on it - they didn't even own PayPal at the time) .... funny, as in March I asked to have my "indefinite" ban from their community board removed (I could not ACCESS or READ anything) .... they basically replied with a f*ck you.  I could NOT READ the community boards.   Funny, I again emailed eBay on June 8th asking that it be lifted .... then all of a sudden, I could access and READ?  Interesting.  eBay sent me this on June 8th, which was a total lie, as I could not READ anything in March or anytime thereafter - I tried.  They are all liars.   I want in on any future class action lawsuits.

"The ban came from failing to follow our guidelines, not your user id. When we discussed this in March (email attached) we adjusted your account to be able to access and see the boards and conversations. However, you will not be able to post to the boards or use the private messenger. This is not something that will be reinstated."

Putting aside the increased risk that providing personal information to a foreign service provider and an American firm that was preciously hacked entails, given how well the feeds from my Bigcommerce store perform with free Google Shopping listings, there is absolutely no compelling reason for me to sign up for Managed Payments.

By exiting the venue in July, I will no longer find my eBay listings competing with those from my Bigcommerce store in Google Shopping.

The items that eBay chooses to promote on Google are paid for through the site's final value, percentage of delivery cost, listing, and store fees, while those from my independent store feeds cost me nothing except for the cost of an annual Bigcommerce store subscription and a per transaction PayPal service fee.

The Bigcommerce subscription and PayPal service fees remain consistent year-to-year, while shipping and eBay costs always end up rising on an annual basis.

With Managed Payments, it is anyone's guess as to what the annual rate increases will be.

Savvy business owners really dislike uncertainty.

Unlike death and taxes, there is nothing certain about eBay's Managed Payments initiative.

One of my stores has been in managed payments for over a year with no problems.  No payments ever more than 3 days after sent, and those mainly on weekends.
My collectible store probably won't be in MP anytime soon as I have listings on 10 international sites, most of which don't use MP.

I have not moved over to managed payments and do not plan to do it.  I don't trust eBay to be honest or competent to hold/manage my money.  And on top of that, I am not paying a Final Value Fee for taxes paid by buyers.  That for me was the breaking point.  I also don't feel that the FVF should be based on shipping fees.  I am sad that eBay has come to this, although I really shouldn't be surprised, the denigration has been ongoing for so many years.  Frogs in a pot of boiling water...

While I am against MP for SO MANY REASONS, Im going to wait till the end then switch.

I COULD just close my account after 20+ yrs - but that would make Jordan Sweetnuts smile, if would give the Grifter an extra few mins of nap time, and it would allow the deranged BOD (lawyers who sanction theft from their clients) some kind of satisfaction.

Between Mercari and Amazon, eBay (for me) is SLOWLY becoming irrelevant - but why give it up just because.

eBay is a sleazy Triad/Yakuza/Mafia enterprise - but I am fully aware that sometimes you have to get your hands dirty if you want to play - but since its not a huge amount - I can live with it.

Im sure it will be a major screw up, Im sure it will continue to be the money grab it always was designed to be and "finally" the full control over sellers that eBay has always wanted ..... But we all know that eBay - like most kleptos cant help itself. They got caught harassing the Steiners - its just a matter of time before some other dirty trick comes to light....... and I cant wait.

It will also be fun to be HERE to see those few people who will continue to defend eBay no matter what it does to sellers - I and I will be here to correct them, chastise them and try to get them to understand that theft, coercion and intimidation isnt part of selling online.

Since eBay appears to have great "respect" for comments written on this website, maybe Mr. Iannone will investigate eBay's Boards as they are as full of corruption as the rest of the site.

There are probably thousands of sellers who have felt the hand of abuse by the Blues that run the community boards. Those of us who get the big red screen when a link is posted to the boards. It's another corrupt playground run by infants.
