PayPal Technical Difficulties Disrupt Sales

PayPal is experiencing major technical difficulties that are impacting buyers and sellers and is displaying a warning on its website when visitors click on the "Help & Contact" link. The message displays the following warning:

"We are currently experiencing technical difficulties with our computer system which are causing an interruption of certain services for our users.  Our technicians are currently working to get the system back up and running as quickly as possible and we apologize for the inconvenience.  Please try again later."

Reports are coming in from users from the US and Europe, and it appears to be a global issue. "Mine keeps saying "sorry- your last transaction could not be completed" right when I log in," wrote one PayPal user on Down Detector.

Others got a "500 Internal Server Error" message, another user said, "Login comes back with email/password error."

A reader explained the problems she had as a seller this morning: "I tried to print out a label with MultiOrder Shipping, and after literally seconds, I get a "Your session has timed out" message. If I hit the log in button, I get "Sorry, your last action cannot be completed." This has been going on for about an hour."

Today's problems come after issues were reported yesterday when PayPal was apparently processing payments and immediately refunding payments, preventing people from making a permanent purchase, as described on Ecommerce EKG.

On Tuesday, users reported the problem on DownDetector.com, such as the following posts:

"Paypal won't let me buy anything, it completes payment then automatically refunds me," wrote one at 7:20 am on June 14th. 

Another replied, "Been on to PayPal, and it has been having problems with Payments being refund straight away. I have had it happen to me today twice with notification of payment received, but no sell on eBay. Only to check my PayPal activity, to see the monies reversed. Not good."

ebay and paypal both EXTREMELY slow today - but we did get shippng done.. thank God.. Heaven forbid anything would ship late because of them.

Works for me O.K. But I've disconnected everything and effectively lamed my account so there's nothing to steal. PayPal won't let me delete my account, so I had no choice.

Yesterday for the second time in a week, postage got charged, Paypal presented a label to print but when I did and the other seller did, the only thing that printed was the receipt portion.  

Last week I had to cancel 4 labels in Paypal shipping and redo, them at a higher rate in Click n Ship to meet my shipping deadlines with ebay.  You'd think they'd have the decency to make notations on this crap and give forgiveness on defects and on late shipments when it's THEIR partner causing it but I'm told they won't. (their CSRs)

Not delighted ebay..and not you either Paypal.

I tried to pay a seller yesterday as I do almost on a daily basis...
As soon as I went to pay with my PAYPAL that is & has been linked to my EBAY near 15 years, it said I could not pay because this PAYPAL account did not belong to me & was linked to another user!

I panicked thinking my PAYPAL or EBAY or perhaps both, was hacked into...

I immediately logged into my PAYPAL successfully but got the same ''tech issue'' message..

I then called them, thinking I'd be waiting over an hour to get through, but to my utter surprise, I waited maybe a minute or 2.

The CS rep I spoke with reassured me they were aware of issues & would escalate my report & that my account was not compromised.

Told me to wait an hour or so & try again... Eventually I was able to make the payment but the whole incident left me very uncomfortable & nervous...

For more than 48 hours (Friday afternoon through Monday morning (Central European Time) I couldn't log into my PayPal account or my husband's. I rebooted my computer, tried both Explorer & Chrome, etc. I clicked link to reset password (in case I had been hacked) but the email with the code never arrived.

After repeating this futile exercise several times, I called PayPal. He asked whether I had forgotten my password or recenty changed it, & I told him I hadn't. Why would it happen with both our accounts? The very polite but useless rep told me to go through the same steps I had already taken; I humored him & did so (several more times). I told him I'm currently outside the US & he told me it must be that PP didn't recognize my IP address but I told him I've logged in from this IP address for more than 4 years.

He checked my account & said it had not ben compromised (the balance & activity were what I expected). While waiting on hold, the email(s) never arrived. He kept asking me to repeat the steps, but why would it work now when it hadn't for the previous 10 attempts?

He told me to add PayPal to my email address book & thought that maybe the emails were being blocked by Yahoo & that adding the sender's email to my address book would solve the problem, but it didn't. I asked whether there were any reported system problems & he assured me there weren't.

When I was preparing to call yet again on Monday morning, I tried logging in so I could be at the proper screen when I spoke the the rep. As if my magic, I was able to log in on the first attempt.

The problem is, I had been unable to do so for more than 48 hours & was without the ability to send an invoice to a customer. Thank goodness she is understanding & recognized that it was beyond my control.

I understand that technical problems arise, but: 1) why are they so frequent & why do they last so long?  2) why aren't the CS reps advised when the problems do arise? They would be so much more prepared to help customers.

I have no problem printing labels thru ebay and all of my customers paid for their merchandise with Paypal.

NO PROBLEMS in So. Cal. to REPORT

This is nothing new....I have been having serious issues since the end of April.  Registered on .com, sell on .ca and am located in Canada.

End of April, beginning of May I had 5 days when I could not print labels that I had already purchased. After many calls to c/s PP refunded me the postage and I purchased postage from the Canada Post website.  Was told it was a known issue for a small number of users.

Off and on during the rest of May and into June I frequently would fill out the shipping label and when I hit the "pay" button, Paypal shipping is unavailable - your account has not been charged. Would  have to try several times during the day to finally get labels done.

The absolute worst was 8 days recently when I could not bring up the Paypal site AT ALL.....not with Chrome, Firefox or IE.  Many calls to PP .....I was getting frantic - sale funds  were unavailable to transfer to my bank account to pay my business expenses and I lost any discounts on postage by purchasing directly from Canada Post.

C/S reps admitted it was a known issue, but since it affected only a small number of users, there would be NO notice on the site....not that I could have even read one anyway.

I finally got access to the site again a week ago. Still occasionally get the PP shipping not available message, but it is more or less working.

THIS IS ABSOLUTELY UNACCEPTABLE....I feel the supposed split between ebay and PP does not remove any responsibility on ebay's part to put pressure on PP to address issues IMMEDIATELY since many of us have no alternative to using Paypal. As long as ebay continues to force it down our throats, they need to be held to account as well.

I'm in PA.
May be a "regional" issue but it appears it affected both the US & EUROPE.. not sure about anywhere else, including CANADA...

US, EUROPE & CANADA...

Most likely all over the world & I agree with you sickandtired..
It's easy to pass the blame buck & is unacceptable for sure..

But EBAY sellers are ultimately thrown under the bus when it comes to ''discounts'' on shipping labels, TRS perks & defects knocking on your door!

And as a buyer unable to pay my sellers just adds salt to the wound!

Paypal issues should be a wake up call for ebay...they need to allow other payment options on the site so that commerce there can not come to a grinding halt if Paypal goes down, is hacked or even just stays unstable as it has been for almost 8 weeks now.

As we all know, ebay only looks out for itself, so this might be the push needed to give buyers and sellers more payment options. Merchant accounts for cc payments are not feasible for many of us as the cost is prohibitive.

eBay has a contractual liability, for five years following the split, to maintain a particular flow of payments through PayPal; in lieu thereof eBay has to pay PayPal damages; eBay is atrophying and therefore it is likely that eBay will eventually be paying PreyPal some damages; so, there is no way that eBay is going to let another payments processor onto their marketplace, and because of some common shareholder interests, not even at the end of the five year period, I suspect ...

The eBay executive suite—where the incompetent mingle with the disingenuous, the unscrupulous, the malevolent, the outright criminal, and the just plain stupid. ...

PS: Maybe things are different in the U.S. but the cost of a merchant account with a real bank in Australia is NOT prohibitive compared to "PreyPal" ...

Never in a million years did I dream that I could have so much fun for $24.95 a month! eBay & PayPal compare favorably with eating shrimp cocktail and playing the penny slots at The Golden Nugget and are just about lucrative for the players.

@toolguy and @FEEbay - I'm in Los Angeles County, and Ina quoted my e-mail to her in the article above concerning my problems with MultiOrder Shipping labels. So, yes, there were problems in Southern California.
