PayPal Experiences Outage Sunday Afternoon

PayPal is experiencing an outage that began Sunday afternoon, worrisome to merchants as the holiday shopping season gears up - and Sundays are a particularly popular time for online shoppers. (See the latest updates at the bottom of this post.)
PayPal informed developers it was experiencing a system issue" that may be affecting PayPal APIs and PayPal Website on the PayPal Live Site." PayPal's initial report was posted at on Nov 2, 2014 at 3:38 PM EST and was followed up with a report at 4:14 PM EST that said it had restored partial functionality:
"There is still some impact to PayPal APIs and PayPal Website . We are continuing our investigation and will update with additional details."
A reader created a report on Ecommerce EKG: " Cannot log in at all "Sorry - your last action could not be completed." Comments on IsItDownRightNow show similar problems. We were unable to login in to our account at 4:50 pm ET.
Update: Twitter is abuzz. PayPal posted on Twitter, "We are aware that some users are experiencing issues viewing the PayPal website and are addressing the issue."
R-rated comments include this milder, "customers cannot pay for items they are purchasing,(more than just "problems viewing the website" for the past hour...)"
Update: PayPal has posted, "This issue has been resolved as of Nov 2, 2014 05:00 PM EST."
Update: A PayPal spokesperson provided us with the following statement on Monday morning: "We know that some of our customers may have had issues paying with PayPal for a short time today. We have resolved the problem and encourage anyone who was unable to make a payment to try again. We apologize for any inconvenience this may have caused."
