No Denying USPS Delivery Delays

On July 12th we wrote about new USPS directives such as eliminating overtime and how they might result in delivery delays. 

USPS data released today that shows on-time rates began declining that very week - including Priority Mail on which many small online sellers rely. The House Committee on Oversight and Reform published the "on-time" performance data here.

Look at the last page of that PDF document where you can see Christmas- and Covid-related dips in Priority Mail performance, followed by the current decline that began in mid-July.

In response to an inquiry last week about reports that mail was piling up in Iowa and sorting equipment was being removed, USPS spokesperson Dave Partenheimer told EcommerceBytes on August 13th:

"The Postal Service routinely moves equipment around its network as necessary to match changing mail and package volumes. Package volume is up, but mail volume continues to decline. Adapting our processing infrastructure to the current volumes will ensure more efficient, cost effective operations and better service for our customers."

When asked if the USPS was seeing "service issues," he responded, "We are taking actions to address inefficiencies in our operations, and in this case, addressing needed changes based on declining mail volumes," and he referred us to Postmaster General Louis DeJoy's comments from August 7th.

In an August 14th letter to Congress, the Postmaster General acknowledged delays, though he downplayed them, writing: "I also recognize that there have been unintended consequences related to these efforts that have impacted overall service levels."

The complaints about delivery delays have been confirmed by eBay, which works closely with shipping carriers in part so it can display estimated delivery times to shopper. It said USPS delivery and scan delays persist, and things are so bad, eBay said it was looking at other more reliable delivery options.

On Friday, DeJoy told a Congressional committee the USPS was removing mail processing equipment to make room to process packages and had no plans to reinstall mail-sorting machines that had been recently removed.

Remarkably, there were reports the same day, August 21st, that some mail-processing plants in Washington had hooked back up their high-speed letter-sorting machines despite a national directive not to do so.

The performance data released today comes 2 days before the PMG is scheduled to appear before another Congressional committee.

Shipping delays aren't the only concern for sellers as they look ahead to the holiday shopping season - they must also contend with higher shipping rates that will be in effect from mid-October until after Christmas, the first time the USPS is imposing a temporary rate hike.

@Chicago48 - of course you did not write "illegal."

You just said " ...  there are refugees that are vetted that can come in and do the work.  I'm all for letting qualified immigrants in, esp. those that can take the lower level jobs."

I hope you didn't think I was disagreeing with your first comment.  The first paragraph of my response agreed 110% with your initial comment AND your reply just now.

If they are HONEST, LEGAL and truly interested in helping our country more power to them, bring them on!!

The slow delivery has been going on a long time - 6 months or more. That is in Michigan anyway.  Lost mail-have had more lost or not delivered this past year than in the last 40.
Part of the problem is that have to send a letter or package going to the same city, all around the state before it ends up back to the same post office to go out for delivery.
Postal employees who screw up do not have to worry about being fired.  Unions will not allow that.  Which means no incentives.  I was told by USPS worker that the pension she will get is the best in the country.

The only person that is causing deliberate delays st USPS is none other than Louis DeJoy, Postmaster General.  He is the first PG in 2 decades that doesn't have USPS experience.

DeJoy has stated that he owns between $35 and 70 million worth of stock in supply chain companies, including UPS.  DeJoy has donated more than $2 million to the Trump campaign and Republican causes in the last few election cycles. -source ABC News

It's obvious that DeJoy is engaged at reducing public trust in USPS  to influence the federal election process, along with enhancing his personal finances.  It is my fervent hope that after the dust settles, that Mr DeJoy spend some quality time in FEDERAL PRISON!

I wish people would quit making everything political. I don't blame Obama for changing the hubs in NY 6 years ago - it was a stupid decision the PM General made and we've had problems ever since. Your rant doesn't explain why the other services like UPS and FedEx are experiencing the same problems.

Trump wants to eliminate the Absentee Ballots of people who don't vote for him... those of color... those w/ 2,3,4 crummy jobs... who wait till last minute to pay bills, order what they need, and, vote... Trump said it... If everybody votes, 'we' (Trump) will lose... He will disenfranchise millions w/ closed polling stations... If, somehow, the Popular Vote AND The Electroral College go to Biden... he will claim Fraud... He is a wannabe dictator like his friend Putin, the Poison King...

The Media Mail issues in Atlanta began mid-December when the main hub in Hapeville quit scanning Media Mail packages upon inception and just waits until a semi trailer is full of Media Mail packages and then sends it to Memphis, your office in Smyrna collects them and sends them to the hub on Crown Road and then it's put into the same trucks that get dispatched to Memphis, they have changed their system software to show an inception scan in your town an hour prior to the Memphis scan once they scan it in Memphis. (deceptive for sure).

We've had multiple cases open with the Atlanta USPS Consumer Affairs division but the lady there has for all intensive purposes just told us it's Media Mail and to piss off. She said if you want it scanned make up scan sheets and take them into the office and wait in line to get the sheet scanned (can take up to two hours in line and many more hours creating the sheet)  none of this is possible when you send out 3-500 packages a day.  Also I confirmed they removed the machine that sorts flat packages from the main hub back in December.

There's a massive thread in the Amazon Forums about these issues as well as Atlanta is not the only place doing this, someone that works at the Memphis hub chimed in and said the Memphis hub is a wreck and that there are trucks sitting around filled with Media Mail for days and weeks waiting to be processed but then again, they give Media Mail no priority at all so that takes even longer to get them processed.

The only thing I have come up with lately is to find a smaller post office and take them inside and make them scan them... if it's more than 15 or 20 they will bitch about it but it's their job just make them do it.  I tell them I spend 5k - 10k a week on postage and they are going to perform the service I pay for.

Also, we are looking into UPS Mail Innovations and FedEx Surepost
Both are delivered by USPS but they are transported by UPS and FedEx up to the USPS delivery hub for your area avoiding all the USPS backed up hubs around the country, the pricing seems comparable to Media Mail and less restrictions.

In the 20 plus years that I have been using the Post Office to deliver orders, I can count on the fingers of one hand the number of damaged and lost packages.  In living in several locations, I found the postal employees to be polite hard working delivering consistently great service.

But last month, I was very disappointed to see a Priority Mail package take 10 days to go just half way across America.   DeJoy as the most politically partisan postmaster general in the space of a few months has broken the United States Post Office.  

Fortunately the high end products that I sell can easily bear the extra cost of shipping upgrading to UPS and FedEx. I pity those sellers caught in cross fire of Trump's ''reign of terror'' on access to voting.

Oh God.. Blame it on Trump... It has nothing to do with Trump.. and everything to do with USPS trying to force out non profiting shipping methods and finding ways to jack up shipping prices.  Take your political agenda elsewhere.  You might as well go ahead and prepare yourself now.. he'll be there another 4 years  and no.. I don't like it either but there's no way around it so deal with it and quit using it as excuses for everything.

My 1st class package mailed Aug 11th just arrived yesterday Aug 26, NEW Hampshire to Virginia. It sat at RICHMOND VA DISTRIBUTION CENTER for 14 days, 2 weeks!

@shut1968 - Thank you for saying what I was going to !! except I am looking at the election slightly differently than you are, a choice about the country becoming Socialist/Marxist, dragging it down with government overwhelmingly into every aspect of citizens' lives... and the younger generations have no clue because they never learned about that part of world history, but all you have to do really is look at Venezuela.  

Several of you seem to be blaming the President for USPS mail delays, just like others are blaming him for Covid-19!!!  And you blame DeJoy for USPS delays, do you realize he started as PG in May (Covid began in March) when it was getting into full swing (at least in the Northeast) ?

How many YEARS before DeJoy's arrival have people complained about USPS? and its mismanagement? Shut1968 is right on - this is a businessman making changes in services that are no longer profitable -- Hey, everyone - stop using email so much!! and buy and mail REAL greeting cards, instead of e-cards! I for one will give him a chance to actually change this top-heave behemoth agency. All that's happened before is same-old, same-old lip service!!  

I think I may hold a record for a Priority Mail package delay - SIX WEEKS to get from upstate New York to mid-Pennsylvania - sitting in the Springfield Massachusetts sorting facility and ONLY starting to move after I filed a RETURN TO SENDER interception on it.  It has become CLEAR that Springfield has been overwhelmed - staffing shortages due to the virus?  

UPS and FedEx have the exact same problems with staffing upheaval due to Covid-19, yet they still get to drop packages off at overwhelmed USPS post offices for the mail to do the final delivery ??  My last FedEx package was scanned ''DELIVERED/FRONT DOOR '' but it has never appeared !!

Oh and another thing about ''Smart Post'' and whatever UPS calls their version. At least FINALLY stores are acknowledging buyers' Post Office Boxes as addresses - instead of demanding street addresses!  I have had nothing but trouble with this service !!  

I do not get mail at my home address - I have a PO box in a different zip code. If ONLY a Seller/Store would say up front they will be sending my package via the CheapCheap service (instead of making it look like I'm getting regular UPS or FedEx ground) I would know to use the street address of my post office and put my box number in as ''Unit'' there!!

But honestly - why not use a POBox address - not demand a street address (I can't be the only one that a street address won't work, because there is no mail delivery there)...  the courier is taking the package to post offices, anyway?

And every single, without fail, package that has arrived here with this service looks like it has gone through a war with usually massive outer scuffing, rubbing, tears, rips and usually some smashing going on or even holes.

Sorry, but I am still not seeing any delays.  I purchased a couple of little shelf sitting vases from an online seller.  Who was over 1000 miles away from me, but  the box still arrived in 3 days First Class.  The USPS delivery person had a spiffy new van of a kind I haven't seen previously.  Kind of like an Amazon Prime van, but different paint job.

My question is why some places are seeing serious delays, while I have none at all?  @railady:  I, too, am in central PA.
