eBay Updates Developers on Managed Payments

eBay provided technical information about its Managed Payments during the eBay Connect developers conference this week. eBay is taking over payment processing, which means when a buyer makes a purchase, they will pay eBay instead of the seller, and then eBay will disburse funds (less eBay fees) to sellers.

Alyssa Cutright, Vice President of Global Payments, said eBay is continuing to ramp Managed Payments in the US and Germany and has begun launching it in the UK, Australia, and Canada.  

"We start to turn a corner and ramp much more quickly this summer, and we still expect to be largely complete with migrating our entire seller base as we exit 2021," she told developers. It's a great, improved experience for eBay sellers, and it offers buyers a streamlined experience, she said.

eBay Managed Payments now supports the Global Shipping Program, which Cutright called the most requested feature that had been lacking, and eBay has introduced more options for payout scheduling - previously eBay made disbursements daily, but sellers can opt for weekly disbursements instead. (Some banks charge businesses additional fees if they exceed a certain amount of transactions in a month.)

eBay has also introduced the capability to utilize the pending payout balance to cover shipping labels, she said.

In addition, she discussed the new fee structure for Managed Payments, which we had written about on the EcommerceBytes website: "We are moving to a simplified fee structure where there will be one fee that the sellers will pay to eBay inclusive of payments. So no longer will the sellers pay eBay for listing on the platform and a separate fee to a payment processor such as PayPal. It will be a single fee for all payments built-in to eBay, so one fee for all of our sellers. It will make it much easier for managing the bookkeeping and the process."


Shan Vosseller, VP of Product of Payments, got into the nitty-gritty of Managed Payments APIs. Because eBay is intermediating payments, it means it has a whole new set of responsibilities, he said, including regulatory and compliance requirements for different authorities around the world. 

One is a "Know Your Customer," or KYC, requirement - and eBay had to build that into the Managed Payments process.

Vosseller said eBay will continue to offer "Immediate Payment" as an option. 

eBay will also allow "offline" payment methods such as  cashier's check, money order, personal check, cash, and off-platform electronic funds transfer - but just as it does now, those options are dependent on the eBay site (country) and category. 


eBay built the payment dispute process into the Fulfillment API for sellers to manage buyer-initiated payment disputes. Sellers can review such details as status; amount of dispute; reason dispute was opened; and more. Sellers can respond by taking one of the following actions:

- Accepting the payment dispute;
- Contesting the dispute;
- Adding evidence and uploading evidence files
- Updating evidence

Missing from this year's DevCon is Gail Frederick, vice president of eBay's Developer Ecosystem, who had re-launched the conference in 2017. Frederick left the company last month (May 22, 2020).

There is NO central control.
No matter what door you beat on, it's the wrong one.
The answers you get depend on who answers the phone, and what their native language is.

And to top it all off when you are booted from the boards you are no longer able to see the Announcement boards where Ebay gives out much pertinent information.  So in truth Ebay is preventing many Sellers from seeing many pertinent announcements while holding them accountable for knowing about them.   I am sure this is just another one of their crooked and illegal schemes to continue to line Ebays pockets.

Even if you're booted, you can sign out of ebay and read the announcements and discussion boards anonymously.
It still sucks, because they're still gladly taking a seller's fees, but not his comments.

On the 2nd of June I ordered two products amounting to £50  speedpak has provided tracking details and say the parcel was delivered
This was not true and ebay refuse to refund my money.
I am very upset and out of pocket

That must have been Alan at his best.  He was brought in from the UK with the task of destroying the boards as I gather he was able to do in the UK.  Problem was he was not ready for the knowledge that the posters on the US Boards had and gladly shared with those that needed it.  So he then started booting posters who gave Sellers or Buyers good advice that was not to the benefit of Ebay although it was within their current policies.

I am still able to post there but I had a target on my back from Alan shortly after he arrived for following the directions he PMed me for how to contact them for a thread.  He deliberately gave me incorrect information and when i used it I immediately received a suspension although I had never violated any policies previously.  When I tried to appeal low and behold I was informed that he was the final word on things and that it was Alan that told the Moderator to ding me although the moderator did not see anything that warranted the violation.  Ultimately Alan failed his stated assignment and recently left Ebay, not sure if it was voluntary or not but was definitely an upgrade to the community team.  Ebay really does not want the boards to be used, they would rather force everybody to use Facebook rather than their own boards as it is much easier to control the topics and erase what they do not want the public to see and as we have recently found  out I am sure there is a lot more dirt similar to the recent story buried at that company as their goal for whatever reason was not to build the company and help their sellers to grow and be successful but to be able to control our every move.  Then Ebay wonders why they continue to lose marketshare in the Ecommerce market.

It must be mutually beneficial for a seller to sell on a marketplace. Otherwise, it's not worth selling on; especially when your "landlord" is bent on destroying you because you don't like being robbed by them.

That is the environment of eCommerce on marketplaces these days...except eCrater (that I know of).

It was my understanding from his farewell message on the boards that he made the decision to move on.  It is very possible that he was given a slight nudge but of course he would never have said anything about that. Unless they deleted it there should be a post from Alan stating that his last day was either that day or the next.  If he was fired I really doubt that Ebay would have allowed him to post using his Ebay account and privileges.

I am sure that Ebay did not pay enough money for his newly added wife and if I remember correctly they were expecting their first child, but that might have pure terror on my part.  One Alan on this planet was bad enough but to know that he had a child that had any of his DNA is absolutely scary.  He should have been sent back to the UK when he left Ebay since they sponsored his H1A visa to take a job in the US that could have easily been filled by a US citizen as there was nothing hard about his job other being able to speak Ebays special language of saying something that makes absolutely no sense at all but can be manipulated by CS in a fashion that hurts the Seller the most.

He should also received the same fate that Karen did for changing the format of what the discussion boards looked like and made it much more difficult for Sellers to find anything that was relevant to them.  Then they both left a newly hired executive hanging on a small twig by not disclosing the response from  the Ebay community but telling them that the posters loved it.  His first post to the site received so many negative comments that they had to shut down the comments.

I can't use the links unfortunately, but I did do a read through this morning without signing in. Absolutely stupid process that is. It did sound like a termination to me because of this post on April 9th, pretty much 2 weeks before Alan left.

Begged him to stay? What, with a demotion. There is never any honest dialogue out of any of them. Silly wabbits.

Surprised me to see so many of the posters who were negative about Ebay wishing him well. Alan had already left the boards to the other guys months ago. He only came in to chastise someone who might be putting up a fight with the boys.

Those who can't see the boards - no big loss. Very little going on and you'd probably spend your time in "discussions" with those who think they know it all and banned again. I've always thought it ironic that posters who are only buyers - and there are a couple of them left - are posting on the Selling Board as if they are experts.

The fact you can't see announcements is the biggest problem and I've questioned upper management about this a few times only to be told people can appeal. Yep to the guy who decided you be kicked off.

@toolguy, I actually tried that once on Etsy. A seller was seeking help with their SEO, so, I sent them a link to my article on my own private business forum. We do no spamming of any kind on my site. It's just a gathering place for sellers to help sellers "navigate the world of eCommerce," as the slogan states.

Would you know, the trolls somehow got wind and told everyone who received what was supposed to be a helpful email to report it as spam. That resulted in the brief shut-down of my ability to send and receive emails. When support saw what they were reporting as spam, they lifted the restriction and suggested I just leave them to their own vices.

Apparently, my posting privileges were reinstated back in March or so (just found out within the past week). Do you think I'm going to hop over there and try to help anyone? Forgetta bout it!

Does anyone know where we can find a link to a sample report of what we will get before we are dragged into managed payments?  I can't get any response from calling ebay c/s or find any decent info on the site.
I am a Canadian seller and another wrinkle is that our reports may be different than what my US brothers & sisters may get.
Before we get too deep into this I want to insure that ebay is not going to try a sneaky way to charge more fees than they are entitled to collect.
Canada does not allow the fees to be charged on taxes collected.......ebay can only charge on the item + shipping + handling (if charged).  I want to see a sample of the report to verify they are going to "do the right thing".
Not holding my breath :)
By the way, my sister  works for a large international company whose corporation is registered in South Carolina.  She is in finance and told me the same rule applies there.  Any fee/commissions are not to be charged on sales taxes.

"Canada does not allow the fees to be charged on taxes collected"...neither does my state; nor does the USPS allow profit to be made on postage (they never have), yet, there they are blatantly breaking laws left and right without any involvement from our lawmakers, much less any repercussions.

By the way, my state (along with most others) DOES collect sales tax on shipping. Funny how the government can do what The People can't and the USPS actually belongs to The People...just like the government does.
