eBay Not Backing Down on Managed Payments or GTC

An eBay executive indicated the marketplace will not be backing down on Managed Payments or the GTC mandate (Good Til Cancelled) despite much pushback from sellers. Last week, Jordan Sweetnam addressed seller concerns about two of the biggest changes to the site in 2019.

In one post on the eBay boards, Sweetnam addressed a question from a seller on whether eBay would reconsider forcing all sellers to use Managed Payments, a policy that is being phased in over time. The seller cited eBay's technical glitches on its site as well as reports that sellers enrolled in Managed Payments already had seen their funds held for weeks with no explanation.

"I am happy with PayPal," the seller wrote. " I do not want to switch. I get my payments immediately thru PayPal. Will you reconsider forcing all sellers to use Managed Payments?"

Sellers also raised the issue of eBay Managed Payment fees, which can be more costly for certain kinds of transactions - while PayPal has a per transaction fee of 30 cents, eBay charges 25 cents per listing. One seller of antique postcards explained, "If I sell 40 different postcards to a buyer, the per item fee of Managed Payments would be $10. I know of no other payment system that charges a per item fee instead of a transaction fee."

Sweetnam said there were no plans to reverse course on Managed Payments. In a confusing analogy, he compared eBay's reliance on PayPal to the US nearly pulling out of the UPU (Universal Postal Union). "When eBay is fully dependent on one solution, we can't bring the best solution/cost to your businesses," he said. 

"Moving to Managed Payments still allows buyers to use PayPal, but as we progress, it will also allow GooglePay, ApplePay and solutions like EFT + Wire Transfer," he said.

"All of these additional payments will bring more shoppers onto our platform and, in the case of EFT + Wire Transfer, allow sellers who can't make money with today's PayPal fees be successful on our platform on really high priced items. We've already processed over $1 billion in payments and have no plans to slow down."

He also criticized PayPal for not refunding transaction fees when a seller refunds a buyer, but to our knowledge, eBay has never said it wouldn't engage in the same practice.

Sweetnam actually addressed that issue on page 2 of a separate thread, writing:

"Obviously PayPal is their own business and is free to make the choices they feel appropriate for the service they provide. There is a cost to process a payment and there is a cost to refund a payment... so it's hard to question the entirety of their decision.

"Now is that cost to serve equal to the full amount of fees paid? That doesn't sit right with me. At the core I still operate under the philosophy that we (eBay) are successful when you (our sellers) our successful... if you sell something we both make money... if you get a refund I'm not sure that should put you in the negative on the transaction. 

"I can't promise you where we will land with managed payments (there is still a lot our teams are working through), but this should give you a sense of where I'm philosophically leaning."

Sweetnam also made a very surprising admission - he's unfamiliar with eBay Managed Payments per-listing fee structure. "It was actually news to me recently about the difference in the "per item" vs "per transaction" fee. If you are selling 40 different postcards to one customer in the same transaction I agree it would seem odd for us to charge the per item on each one. I don't have the full history here, but will dig into it."

Sweetnam returned to eBay in July after a stint at Walmart and is now Senior Vice President and General Manager, Americas Market at eBay.

"A lot will change and become clear as we get further into next year, so please keep providing the feedback," he said in the post on the eBay boards.

No Plans to Reverse Good Til Cancelled Mandate
Sweetnam also told sellers eBay has no plans to reverse the decision about the GTC mandate. "I’ve heard of a lot of things since I've returned that don't make sense (and will drive to change), but to be clear I haven't seen (yet) an example where the move on GTC is the wrong one," he wrote.

"GTC listings have better sell thru, the permanent item ID improves how those items appear in SEO (that helps everyone) and a consistent item ID helps search deliver better ranking."

He also said the practice of starting and stopping short duration repeatedly to appear at the top of time newly listed search results was bad for buyers and overall search relevance, which he said hurts all sellers.

"If you'd like to share other use cases, I'm certainly willing to listen and discuss," he wrote on the post about GTC on the eBay discussion boards.

alot of very valid points posted - not sure what the hell I'm going to do - it's not like I don't have a backup plan - there's my website. This holding of the money - not happy with that. If I wanted to play that game I'd be selling on Amazon or Etsy - right? Neither of which I will do for now.  Once "forced" in mangled payments I'll ship a couple and see when the money lands in my account

My thinking is if it's stupid - I'll just put my store on vacation until I do get paid. (I'm lucky I can afford to do that) then contact ebay and let them know what's happening - no money - no merchandise.  You can't walk into any retail store on the planet - take a tv and tell them you'll come back next week to pay it. How is it different for seller's then? Just ship that merchandise off into the stratosphere and pray you get paid?? who exactly dreamed this shite up anyway? oh yeah criminals.

I'm already listing 10x's the items on my website over ebay. I have to force myself to mirror the product on ebay now.  Seriously thinking about downgrading my store. Would make things simpler when it comes to the GTC problem.

@Whatever   "This holding of the money - not happy with that . . . . . .

There are other sites, ?Poshmark ?Marcari or .. that you have to send out the merchandise and wait until the buyer receives the items before receiving payment. I cannot believe that sellers are willing to release their merchandise before money is in hand.  (I know, Amazon is similar on waiting)

I find it difficult to fathom that Jordan Sweetnam has been at eBay since July and hasn't bothered to familiarize himself with some the basic issues that we sellers must keep up with on a daily basis. What does this guy get paid?  Probably a minimum of 10 times what most sellers earn in a year. (Get with the program Sweetnam. You lose credibility when you don't understand the fundamentals of what you are talking about.)

EBay can offer every one of the mentioned payment methods without using Adyen. All they want to do is get their cut before passing the funds onto the seller. That's it....simple money grab. If eBay simply offered those options, the reliance on Paypal wouldn't pose the "risks" as described by Mr. Sweetnam.

After all, it was eBay that made Paypal mandatory, and banned all other forms of payment.

I have NEVER had a problem with an order, held funds, missed payments, incorrect tax information, NOTHING, in the entire 15 or so years that I have been accepting Paypal. Why would eBay change the one thing that seems to have been working for most sellers? Managed payments is likely going to be a huge mess and I am very concerned about it. Currently I see it as the greatest risk to my business on eBay. Shouldn't be that way.

I am sure eBay cannot unwind their contract with Adyen without losing millions of dollars. It is unlikely they can reverse course even if they want to. Sellers who wish and are able operate under those conditions will survive. The rest will close up shop or go elsewhere.

Mr Sweetnam. With regards to ending and relisting items. Yesterday I ended 46 of my listings and relisted them as sell similar. The past five days I hadn't received any emails of any kind.

Yesterday and today I have received 9 emails on those very relisted items. Now can you please tell me how you have the Gall to say you haven't heard of anything that says GTC isn't working? You've just heard it from me and many others I'm sure. Please don't play us for fools. That's the biggest mistake eBay has continued to make.

Too Funny, we heard the same stuff when etsy took away Paypal from sellers and forced their managed payments only on to sellers,

Many sellers complained, many left, but, etsy did not back down, even after they lost about a million sellers, the gains outweighed the loss of sellers,



Once ebay is in full control of the money just wait and see what they ha ha ha
,,,,like not release funds until proof of shipment is made,

Ayden is not bad - payouts on Etsy, Mercari and Posh are quick - granted you have to pay for your shipping labels upfront - but you actually receive your money in a couple of days from them. I always leave a balance in Paypal anyway to cover in case of a return and I always advise new sellers to do the same.

The reason I won't stay and join in the fun of Managed Payments on Ebay is because of Ebay. I don't trust their security, IT or management when it comes to my money. They have their fingers in every aspect of sellers' businesses and it will only get worse. By now - there should be no problems with those enrolled in Managed Payments and yet I read posts on different selling groups and Ebay boards about all the problems they still have.

eBay needs to put USPS on the same page as Fedex

You print your label and pay at the end of the month.

That would solve the problem of not paying sellers until the item is shipped.

I can see disaster coming my way as I live day to day with Paypal.

eBay's going to make life rough and I'll be doing the same to eBay on Social Media. . . . .This isn't going to end well for eBay!

I have read that it often takes 3 to 4 weeks  for one to get their money from managed payments. I imagine their statements are true as the payment processing company is a foreign entity. Also why would anyone want to use wire transfers for high ticket items as wire transfers are best known for fraud. Since you might not see payment for 3 to 4 weeks, your item has already been received before the wire fraud is exposed, and of course, the seller loses both his merchandise and shipping costs. I think Ebay needs to come up with no less than 3 day payment processing done in the United States for US sellers before they force US sellers to join managed payments.

I've been in managed payments for one of my stores since last June and have no complaints.  I've never had to wait more than 3 days (excluding weekends) to get payments in my free credit union checking account set up expressly for receiving eBay payments, and from which I transfer funds often to other accounts, to which eBay has no access.

I'd have to say if one can't afford a shipping label before getting paid perhaps one's business model needs some adjusting.

Ha - funny but this is one's perception of we posters - most off ebay groups are just ebay haters and failed sellers. I think that person needs to open their eyes and see that most who have concerns on Twitter, FB, Instagram and this site are and have been very profitable sellers on Ebay who don't feel we are heard. I'm not a failed seller or Ebay hater - just truthful that the policies they've enacted the past few years are not in our or their best interest.

the thing is that if a group of small sellers would get together and do the same thing ebay does , like steal illegal fees on things they have nothing to do with , blackmail them into paying fees for promotions , then hide the listings etc , etc , they would crap their oversized , money filled diapers , and the small group of honest sellers would be in prison. what's wrong with that picture ??

LOL. So first they prohibit all these payment options and allow PP only and now they want to impose their system and as an excuse they say they want to offer the formerly prohibited payments.

All these stringent policies seem to apply ONLY to the stores and store owners.  Stop with the stores and Fixed Prices and you're not under all those rules.

When Ebay allows PayPal on Managed Payments, it is my understanding that it will be Ebay's PP account that the buyer's payment goes to, not that of the seller. Then Ebay will pay the seller as usual.

I am selling on eBay 22 years come May - GTC is the single worst policy in all those years IMHO. Listings defaulted to GTC unless we revised the listing so they simple made that job much harder. I now have to check my listing for which ones are ending and now I end early and no doubt lose some sales but I will never list an item continuously.

Wow!  Ask any question and ebay claims ignorance.

Nothing like management that has never been a seller to experience the problems and concerns we have, or for that matter appears not even know how ebay works.

If GTC benefited sellers, then let those sellers elect to use it.  One size does not fit all.

Managed Payments with all its shortcomings and issues, and we are to trust ebay with our money.  I put the GSP on my items, just to block MP for as long as possible.

@rfmtm Hate to tell you this but apparently adding GSP to your listings, or even also listing on another ebay site won't help you. From what I've been told they will just end those listings when they force you into MP.

This has been exactly eBay's policy for years when it comes to partial refunds of transactions and the Final Value Fees charged on those transactions. Every time you do a partial refund (for example, if a buyer over-pays for shipping on a multi-item order and requests a refund for combined shipping), eBay keeps the full FVF on the transaction. The only case in which they refund FVFs is if the sale is cancelled completely.

Seems a little disingenuous for him to be taking jabs at Paypal for hanging onto fees given eBay's much longer history of the same practice, albeit in slightly different circumstances. Will it be a surprise to anyone when they fully-align themselves with their competitors' practice of retaining all fees associated with every transaction, regardless of what portion is reversed by the seller, once they are the ones processing all of the payments?
