Warning: eBay Raises Payment Processing Fees

eBay is raising fees for payment processing through its Managed Payments program, and it's a major hit to sellers' pocketbooks. 

eBay did not announce the change, but on Tuesday (May 21, 2019), it updated its Payments Terms of Use to add a per listing payments fee.

Notice the term "per listing." Payment services like PayPal charge a "per transaction" fee. Presumably this means if you sell 5 items to a single buyer in a single transaction, you would pay eBay 25 cents times 5 in addition to the "payment processing fee," which is currently 2.7% of the total order amount. (See update below.) Using PayPal, you pay 30 cents on the total transaction (plus processing fee), no matter how many "listings" are included in the order.

Sellers who have completed the managed payments onboarding process prior to June 4th will not have to pay the per listing payments fee. But while they are grandfathered in to the original rates for now, there's no guarantee those terms won't change in the future.

We expect there to be pushback from sellers on per listing fee. While sellers can opt in for now, Managed Payments will eventually become mandatory for all sellers.

Here are three excerpts from eBay Payments Terms of Use showing how fees have changed.

Payments Processing Fees
If (a) you have successfully completed the managed payments onboarding process (in accordance with Section 4) prior to 00:00:00 (12:00 AM) Pacific Time on June 4, 2019 and (b) your eBay account has remained continuously enabled for managed payments: Your payments processing fees are calculated as 2.7% of the total order amount, including shipping, handling, sales tax and other amounts owed (the “payments processing rate”).

If you successfully complete the managed payments onboarding process (in accordance with Section 4) on or after June 4, 2019 (starting at 00:00:00 (12:00 AM) Pacific Time): Your payments processing fees are calculated as (i) the payments processing rate plus (ii) $0.25 per listing sold (the “per listing payments fee”). Notwithstanding the foregoing clause (ii), for sellers who onboard to managed payments on or after June 4, 2019 the per listing payments fee is waived through September 30, 2019 at 23:59:59 Pacific Time (11:59 PM plus 59 seconds) and will take effect beginning October 1, 2019 at 00:00:00 Pacific Time (12:00 AM).

Payments processing fees do not include any sales tax, which will be added to this fee on your invoice if applicable.

Payments Dispute Fees
Upon the conclusion of a Dispute investigation and/or re-presentment that results in you being found responsible for the chargeback or other disputed amounts, we charge a $20 payments dispute fee, excluding any applicable sales tax, for each Dispute. You may appeal the payments dispute fee within 30 days from when we invoice the payments dispute fee if you believe that you have been charged in error.

Chargeback Fees
Upon the conclusion of a chargeback investigation and/or re-presentment that results in a seller being found responsible for the chargeback amounts, we charge a $20 chargeback fee, excluding any applicable sales tax, for each chargeback. Sellers may appeal the chargeback fee within 30 days from when we invoice the chargeback fee if they believe that they have been charged in error.



Update 5/25/19: Dan Davis made an interesting point: the new fee is per listing, not per *item,* and that's an important distinction, not just semantics. 

Dan based this on a response he received from an eBay employee on Twitter who used the handle @AskeBay, who said, "If two items are purchased from you for a single listing, one payment listing fee is charged of $0.25. If two items are purchased from you from different listings, two payment listing fees are charged of $0.25."

The pre sign up TOS don't match the presentation which alludes to the idea you have a PayPal account BEFORE going on to accept other payment methods.
That's the webstore.com presentation I saw....
If webstore.com wants more people, they should consider cleaning up the presentation and come right out to say PayPal is not mandatory.

All those still selling on ebay are the genuinely nice people. They go with the flow like a twig on a mighty stream.

Dont panic yet. The third act hasn't been played out.

I'm running a 20% off sale with good results.

Only 12 hours into the sale and we've sold 7 items

We had a slow period and this is our only income so there's no messing around when it comes to paying the bills.

If we sell another 7 items in the next 12 hours I will call the sale a SUCCESS. . .

PayPal is not mandatory. I think most people can come to that conclusion reading the FAQs as listed above. However, I will pass your opinion on to the site admin. Perhaps there is something they need to address.

Ina, would it be possible to get clarification from someone at ebay that per listing is actually what they mean and not per transaction? It wouldn't be the first time ebay flubbed a change to user terms etc.

Maybe also, if they say yes that is what they mean, you could ask them why ebay seems to have a death wish?

At first I wanted to say WebStore was disappointing.  Then I went to look at my Bonanza account.  Wow.  They took away offline options and are a PayPal-only shop now.  They made a big deal about Stripe, but it turns out you have to pay $0 per month for a "gold" membership to use it.  That's unfortunate.

But it gets better!  Down the list of so-called benefits are more opportunities to pay.  "Turbo Traffic" manipulates traffic, for a fee, if the included manipulation isn't enough.  From the way it's worded, it seems you have to pay for forum access and to offer coupon codes.  That's right, pay Bonanza more to sell for less.  Pay Bonanza more to pay the post office less.  Everywhere it's a demand to pay up front for performance that may or may not be delivered.

Sorry, I mean you have to pay $40 per month to use Stripe.  A bit steep a price to pay if you don't like PayPal.  But...it doesn't even look like you can disable PayPal, so even that little bit of value goes up in smoke.  So many payment processors out there and all of these sites shackle us to one or two...

I have cut my eBay activity down to the occasional oddball collectible item that would never sell anywhere else, and am rewriting my website to be mobile friendly before quadrupling the listings there. eBay pretty much lost me some time ago but I have been sitting through it like a lobster in a slowly-heating pot..

You know how wenig likes to make things as complicated as possible? He thinks it makes him look smart. Also, he thinks sellers are dumb and won't notice changes.

Get a no fees card. My favorite is Chime. No cost. No fees ever. And they're FDIC insured which is a big thing with me because it means if they go under for any reason, the government will reimburse you up to $50,000.

You can only have one Chime card. I have a  bad risky card, too. It is a dollar every time you look at it. No fdic. Let's call this, oh, I don't know, Rushcard.

I changed my PayPal to Rushcard. I changed my Ebay information to Rushcard. They didnt like this but if the fine print says they can withdraw funds for 180 days or later, without notice, they can deal with it. I called PayPal to make sure I was wiped clean.

Ebay has been in my rear view mirror for quite sometime now. I suggest you do the same before they destroy your business and cost you so much money you can't start a new one. Ebay is DEAD. Fees and more fees and tax on the fees and now more payments on the fees including taxing you on shipping which should be illegal.

eCrater would appear to have everything that Web Store has, minus the auctions part. When I first started on eCrater, I was nervous about setting a price on all my items, as I had always done auctions on eBay. However, I guess I'm pricing things correctly as I have constant sales on eCrater and would never move to another site. Since most buyers nowadays don't want to wait for auctions to end, and would rather have items shipped immediately, I haven't noticed any downside to not offering auctions.

Fiero, that's an excellent question. From what I have read, if the company pulls it together, and the stock rises, Elliott will walk away. Their interest is the shareholders.

I dont know how much you watch wenig, but his is the supreme a-hole, and this looks like a wenig move to me.

webstore looks ok, any site is going to be small and weird until it gets more people involved.

Ecrater, I do very slow on there, its almost better just to have your own site, since to get ecrater sales you have to constantly advertise anyways. Plus they are slow to update things, like thier weird feedback system ( which counts feedbacks not total sales ug...so you can have 10000 sales, and 2 feedbacks, one positive one negative and that will give you 50% rating! How archaic! )

Theres ebid.net which no one uses hardly...but, if everyone moved to that site, it would could become successful.

Facebook is one of the good ole boys of silicon valley so no use even empowering them, they will quickly fall in line with ebay type policies soon enough.

mercari is scary as they play fast and loose with your money since they manage payments. How would you like to send an item to a buyer, the buyer cancels MID SHIPMENT, and mercari refunds them in full? No thanks. Plus they ban people left and right for dumb stuff.

I truly don't see many options, I would say ecrater or ebids should be the best mass exodus location. Even with ecrater's system, they are a hands off company who lets you run your business how you wish, they stay pretty much out of the way.

@EbayLittleShopofHorrors What does that mean? "Influencers infiltrated"? Isn't anyone welcome to express their opinion?

@iheartjacksparrow I was on eCrater for awhile. The shipping calculator was frustrating. I never did grasp the concept. If you can explain it, I might try the site again.

@TheEnd We will just have to disagree. I'm not a Webstore cheerleader, but I also have no bones to pick with them. Just stating my experience there, but as expressed earlier, I will pass your opinion on. Thanks.
