eBay Buyers Unable to Pay with PayPal

Buyers are unable to checkout on eBay using PayPal, with reports starting yesterday evening and continuing this morning. For most items, PayPal is the only form of payment buyers can select. eBay's System Status board is showing all green, indicating it is unaware of any problems.

Last night (Aug 2, 2018 10:27:02 PM), a buyer posted
on the eBay boards, "Cannot check out on PP tonite. Will not process. Spinning and wont go through at checkout." Many users chimed in that they were having the same problem.
Readers have also reported the problem on Ecommerce EKG
. "Have been trying to pay for a purchased eBay item for several hours using my PayPal account balance. Keep getting message: Something went wrong. Please try to check out again."
Another problem reported on Ecommerce EKG
that appears to be related: sellers having difficulty paying their eBay fees using PayPal:
"Unable to make payment for eBay fees using PayPal as payment method. Every time I try I get a page not responding error message."
The problem is especially concerning as it comes as eBay is testing its own payments system, and as eBay has acknowledged it has been plagued by technical issues it has deemed "unacceptable."

Update 8/3/18: PayPal provided the following statement in response to our request for information about the problem eBay buyers experienced:
"The issue was quickly identified and we worked with eBay to resolve the matter. We apologize for any inconvenience caused."
