Will Amazon Crack Down on eBay Drop Shippers?

Some online sellers on eBay and elsewhere use Amazon as a drop-shipper, and some go further, using their membership in Amazon Prime to ship items to their customers at no cost - something that is prohibited in the Prime terms of use.
Are new limits Amazon is imposing on its Prime membership an indication that it could be about to crack down on sellers who use Prime as a free delivery method?
As we report in Monday's Newsflash, Amazon placed new restrictions on how many users can take advantage of free shipping on a Prime member's account, and it's also excluding businesses from the program. Amazon didn't announce the changes, and existing users appear to be grandfathered in to however many members they had added under the former policy.
But could Amazon also be planning to tighten up Prime shipping in other areas?
This 2012 EcommerceBytes article explains how eBay sellers place orders on Amazon when they get a sale on eBay. They then use their Prime account to send the Amazon item to their customer, marking it as a "gift" on Amazon. Clearly the practice only works because some shoppers are willing to pay more for an item on eBay than on Amazon.
Amazon prohibits the practice: under "other limitations" in Prime terms: "Prime members are not permitted to purchase products for the purpose of resale, rental, or to ship to their customers or potential customers using Prime benefits." Note that the word "rental" in its policy is new.
