Receiving this message while trying to send an invoice: Adjustment amount can not be zero. Unable to send the invoice, no adjustment should be required.
That was eBay's test of a new invoice restriction (you cannot send an invoice unless there is a change to the amount due). It went over so badly that it has now been revoked.
