It is not false, when eBay changed over to international shipping, they created a bunch of miscellaneous policies, and put them in seller accounts, if you’re saying this is false, you must not have a large amount to ship or various shipping policies

This is an issue for years. eBay has no intent to fixing this. You will have to move all your listings to the copied policy. We are doing this for years now.

False.
It only does this when you have active offers or ending within x hours because they are not editable. That includes changing polices.
