Issue: Buyer tried to & could not make an offer $20 for a pair of shoes. Listed for $24 BIN, with a low offer of $18+ The make an offer may be glitchy. I had to send her the offer of $20. By: Chicago48

When you say you could not make an offer of $20, what happened? Some sellers set an automatic rejection for offers below a certain level.

Perhaps your prospective buyer is required to upload their payment info before making an offer and has not done so. Check the last option on your Buyer Management page (https://www.ebay.com/bmgt/buyerrequirements) and see if that box is checked.

I've received offers normally today, but (of course) have no way to know if there were other offers unable to get through.
