I’m on MP, and I make refunds all the time. You go to the sold item on your Orders Page, and there is a drop down list to the left of each item. You click on “Send refund”. You can do full or partial refunds in a few clicks.
It used to be a hassle, that opening the case thing you read about, but they fixed it a few months back.

I got eBay Bucks on both my accounts on the 3rd of the month. If you are owed some and didn’t get them, you might want to call. It could be a screw-up, no surprise there.
