eBay Refines International Ship-to Exclusions

eBay sellers were routinely frustrated by their inability to select exactly which countries they were willing to ship to, and which ones they were not. For example, sellers who stated they would ship to Europe could not exclude buyers from Italy, whose postal service has a bad reputation among sellers.
