PayPal spokesperson Michael Oldenburg said that because of fraud and safety concerns, eBay and PayPal continue to limit the number of times buyers can use credit cards as a guest. But, he said, they have increased the number of transactions guests may make since eBay imposed its new "paperless payments" policy (eBay's ban on checks and money orders). Visitors may now make up to 15 purchases as a guest. Details of the program are found on the eBay help pages. |

eBay introduced a Guest Buying program 2 years ago that allows visitors to make purchases without fully registering for the site. One of the program's restrictions is that guests are required to pay with credit cards via PayPal, though they are not required to open a PayPal account.
