Longtime eBay Seller Subject to PayPal Holds for Low Volume Sales

Dear Ina,
I received the following email from PayPal today. I have been selling on eBay for 14 years. I have never had an issue with PayPal. I have one negative feedback in my entire history. I have 100% positive feedback and all good stars.

First eBay told me that the PayPal hold is for new sellers or problem sellers. I am certainly neither. Then they said it was because I only received 14 feedbacks in 2011 - I'm happy to say I mostly sold elsewhere.

I find the last sentence especially annoying given how eBay discourages communication between buyers and sellers.

Dear xxxxx,

Your funds are pending - please process this order

You received a payment from xxxxx.

This money is being temporarily held in your pending balance. It will be held for up to 21 days. While it's being held, it won't be available for withdrawal.

We'll move the money to your available balance after 21 days as long as your buyer hasn't reported a problem. It may be available sooner if we can confirm that the item was delivered and 3 days elapse or, if this is an eBay item, your buyer leaves positive feedback.

To get access to this money more quickly, please process this order right away and communicate with your customers early and often.

This payment is for over $150.00 and I'm not happy that I have access to it at their whim.

Funny how seller reports of payment holds spike at the beginning of eBay's quarterly reporting period.

It seems like just before eBay's quarterly reports are due to be released that the company looks for more sellers to place holds against.

PayPal often gives sellers invalid justifications as to why payments are suddenly being held only to revise their stated reasons when sellers question the validity of the initial excuse.

There is no doubt that eventually, PayPal payments for eBay sales will be held in escrow as the company looks to hold money on their books longer in order to inflate their operating balances in order to look more appealing to Wall Street.

It's funny that someone doesn't seem to realize that a company the size of eBay can lose thousands, or even millions of customers, and still have millions left.

It's even funnier if they think this can go on forever.

I like Facebook's ''block/hide'' feature. I wish we could do that here. It's very useful for eliminating the trolls, provocateurs, and others who exist in their own fantasy world and who, predictably and consistently, have nothing of value to add to the discussion.

Maybe this is part of ebay's push towards using their postage services and using delivery confirmation?

If they can't motivate some sellers with the TRS "carrot", then they will go with the paypal-hold "stick".

No, it has nothing to do with that.  Otherwise the hold would be much longer.

Nope, that doesn't have anything to do with it either.

While I am no fan of many of the holds that PP and/or Ebay does, sometimes they are with cause.  I understand why Ebay does it on a seller that hasn't sold for a long time on Ebay.  They are trying to protect members.  While it certainly is no fun to have to deal with holds and it can hurt the seller, there is no doubt of that, I do understand the reasoning behind it for new or returning sellers.

The OP can get the money back quickly as long as they call PP once the item is showing delivered.  Calling is how to get the funds released.  Waiting for PP to do it or emailing PP to get it released will only delay it.  For the fastest service, call.

Does PayPal hold seller payments for items sold on other venues? I sell on Ruby Lane and thought I was immune to holds, but the quote from the OP says IF this is an ebay item.

It's in the user's agreement.  They can do it to anyone on any venue if you use PP.  But if this isn't a problem for you now, I really wouldn't add it to your worry list.  While PP does sometimes put holds on sellers for no apparent reason, which of course is of great concern, most of the holds are for cause or stated policy reasons.  It's just that not everyone is up to date on the policies, so it catches them by surprise.

And the other reasons outside of the ''most'' scope? Should careful readers infer that there are holds that are not for cause, or that do not violate any specific policy?

This is one of the (many) reasons that I removed PP from my website long ago. Whatever ''convenience'' there may be, it's simply too risky to have this kind of landmine hidden along someone's path to success.

One of my mottoes has been ''Hope for the best... Prepare for the worst.'' ~~ It's true, the PP ''holds'' have never been thrust upon me, but the chance that it could happen to me (with or without cause... with or without warning) is plenty enough reason for me to know I need to AVOID the hassle before it has a chance to explode underfoot.

Who has time to go chasing-down their funds? How is it that any smart seller would NOT be worried that such a thing could happen to them?

I assume you're referring to sellers, but an equally accurate observation could be made about PP customer service reps. If even they... whose job it is to be knowledgeable... aren't always up-to-date, it's a bit unrealistic to expect the average seller to be able to quote chapter-and-verse in the PPTOS.

wonder how they decide they can extort and who they can't? It will be a cold day in hell before I ship out a $150 item with no payment in hand. I would simply cancel the transaction and forward paypal's email to the buyer.

These holds can be put into effect for any reason ePal chooses with no explanation given.

It follows that holds can be initiated for no reason at all.

The problem is that Google Checkout and Amazon are no different. As Sellers we don't have much of a choice.
