eBay Overrides Sellers' Country Exclusion Lists

eBay is forcing sellers who participate in its Global Shipping Program to make their products available to all overseas buyers who are eligible for the program by overriding their settings. eBay sent a letter to sellers on Friday informing them it was overriding their country exclusion lists except for international buyers outside of the Global Shipping Program. Many sellers do not realize they are even part of the Global Shipping Program, because eBay placed sellers who accepted its new user agreement into the program without making it clear that was happening. It's important for sellers to be able to set their own exclusions, since they are responsible for complying with shipping and export regulations for the products they sell.
Here's the copy of the letter eBay sent to sellers on Friday that gives them until April 11th to opt-out of the new settings override:
GSP sellers: change to your country exclusion lists
Dear (name), We recently reviewed your account and noticed that you have a number of listings eligible for the Global Shipping Program that are currently not visible to buyers outside the US - precluding you from potential international sales.
We're making it easy for your eligible items to be sold to potential international buyers through the Global Shipping Program by overriding any country exclusion lists on your account. By overriding country exclusion lists, items eligible for sale through the Global Shipping Program will now be seen by millions more buyers.
Your country exclusion lists will still apply to items available to international buyers outside of the Global Shipping Program.
There's no action you need to take - we'll make all of your eligible items available for sale through the Global Shipping Program for you, starting April 17, 2014. If you'd like to keep your country exclusion lists in effect for items sold through the Global Shipping Program, please click here before April 11, 2014. You can review your country exclusion lists at any time by going to My eBay > Account > Site Preferences > Shipping Preferences.

eBay is also overriding seller returns policies, though there's no indication it notified sellers of the change; sellers are discussing it on the discussion boards.
